The specific modification of the POUM of Terrassa regarding the regulation of the minimum parking reservations in HPO is approved

Last October 19, 2023, the definitive approval of the specific modification of the Terrassa municipal urban planning plan regarding the regulation of the minimum parking reserves for developments intended for sheltered housing under the scheme was published rent and subsidized accommodation system, drawn up by the GMG team on behalf of the Municipal Housing Society of Terrassa. The application of the general criteria of the POUM on minimum parking reservations in these specific types does not agree with the needs of the people to whom these rental homes are addressed (elderly people, young people in need of emancipation, etc.) and the it also has a negative impact on the viability of its promotion, which goes against the obligation to guarantee the right to housing. On the other hand, in recent years it has been observed that the motorization index in Terrassa (number of private vehicles per inhabitant) has been progressively reduced, and the different planning instruments in the field of mobility envisage actions tending to limit the fleet of vehicles with a motor to be able to comply with the environmental objectives. Therefore, the proposal to reduce parking reserves is fully consistent with the sustainability criteria, and at the same time, it is one of the few factors of municipal competence to make these types of promotions more viable, which have very tight margins.
