The municipal road inventory
In Catalonia, the Heritage Regulation of local bodies (Decree 336/1988, of 17 October) obliges all councils to have an inventory of their assets, including non-urban roads for public use (both roads and roads suitable for road traffic such as footpaths) and the Municipal and Local Law provides for municipal road inventories as a fundamental instrument for the defense of public roads. Despite this obligation, in force since the end of the last century, many local entities still do not have this inventory. The municipality of Sant Ferriol, located in the upper Garrotxa, has experienced in recent years an increase in the supply and demand for hiking and consequently has an inventory of paths that determines the ownership of the paths and minimizes tensions due to use of these roads has become a necessity. The drafting of the road inventory of this municipality was entrusted to GMG, which, based on a geographic information system, drew up, for each of the roads that make up the document, a file where their main characteristics, and the corresponding plans, based on documentary, cartographic and photogrammetric sources and fieldwork. The municipal inventory of roads in Sant Ferriol has been able to identify 55 roads with a total length of 109.46 kilometers, of which 53 (105.02 kilometers) are municipally owned and the other 2 (4.44 kilometers) are private but with right of way for firefighting vehicles. Each of these paths is described individually and at the same time the whole has been represented through plans that can also be consulted easily using a map viewer prepared for this purpose.
