Subirats equipment master plan

The GMG team has drawn up the Subirats Facilities Master Plan on behalf of the Public Facilities and Space Service of the Barcelona Provincial Council, an essential instrument for analyzing and planning public facilities in a sustainable and coherent way with the territory. The municipality of Subirats has 3,044 inhabitants who live dispersed in 15 population centers, the four main ones being: Sant Pau d’Ordal, Lavern, Ordal and Casablanca. There are currently 72 facilities, both public and private, which occupy a floor area of 162,766.8m2 and 23,984.3 m2 st, this is a ratio of 7.8m2 of ceiling per inhabitant. (3.1m2st public). The work has consisted of a first phase of drawing up the inventory of land and existing equipment, in which a concentration of primary equipment in the main centers and a homogeneous distribution of civic meeting points and sports spaces has been detected outdoors Precisely, the municipality’s own POUM specifies that it cannot propose that each nucleus can enjoy all the necessary equipment as it would be economically unfeasible to maintain, but it does foresee that each nucleus can have the spaces to promote its own cultural and social life. The second phase of diagnosis has made it possible to cross reference the needs and standards with the information resulting from the inventory and, therefore, detect deficiencies and/or dysfunctions. The last phase has been the concretization of objectives, within the framework of the sustainable development objectives (ODS), and the definition of the actions, taking into account the territorial and typological criteria. The Plan establishes 3 strategies at different scales: 1) Maintain and enhance the existing civic and sports spaces in each center and coordinate resources and programs, 2) Consolidate the Lavern-Sant Pau d’Ordal and Ordal axis by placing the equipment the primary network and specializing certain existing facilities for greater functionality, and 3) Fostering the heritage value of existing equipment and strengthening the connection on foot and by bicycle between centers Altogether 15 actions are proposed, in some cases they are presented different alternatives that will need to be evaluated before starting the action, for an estimated investment amount of between 8,672,293 and 12,536,730 euros, depending on the execution of one or the other proposed alternative, and considering the realization of the set of actions. It is relevant to mention the provision of equipment in Casablanca, which involves planning on a supra-municipal scale. Two alternatives are proposed: a first that would involve pooling the services with the existing facilities in Sant Sadurní d’Anoia and a second of new construction of pooled facilities with Gelida.
