The local housing plans for Sant Celoni, Sant Quirze del Vallès and Reus are being drafted

Housing is a key element of municipal policy and many councils are updating their Local Housing Plan or starting a new one with the aim of responding to the need for access to housing or maintenance and adaptation thereof. From GMG we are drafting the local housing plans for Sant Celoni, Sant Quirze del Vallès and Reus. The three municipalities present a state of departure that differentiates them either by their urban configuration, the residential fabric or the fit and role within their urban context (Baix Montseny, Tarragona metropolitan area, Vallès plain). On the other hand, the reality and the problems surrounding housing are common, with more or less incidence in each municipality: offer prices, evictions, situations of abnormal use of housing,… The PLH of Sant Celoni is is initially approved from September 2022 and pending final approval after the public exhibition period. In this case, it has been drawn up with the support of the Diputació de Barcelona and has a project manager to be able to monitor and evaluate the Plan during the 6 years of its validity. In Sant Quirze del Vallès we are in the drafting phase of the Action Plan to define the specific objectives and quantify the actions to be carried out. We are preparing this phase after a participatory process that we have carried out with citizens, municipal technicians and politicians, in which current problems were debated and proposals were discussed to guarantee access to housing for young people , the needs of elderly people, alternative models of access and ownership of housing and how to promote accessible and social renting. With regard to the Reus Housing Plan, we are in the definition phase of the proposals aimed at, among others, the acquisition of housing, generating a municipal aid program for empty private homes to put them at the disposal of the Rental Exchange, carry out a study of the neighborhoods and the population with greater difficulty in accessing housing and have information management tools. The different housing plans must comply with the guidelines of the Territorial Sectoral Housing Plan of Catalonia (pending final approval), and therefore comply, if necessary, with the objective of urban solidarity.
